Document reality: Support questions are usually a GitHub issue, not Google groups threads

For whatever reason, most people asking for help or discussing future development use
a GitHub issue, not a Google groups thread. Keep the Group for announcements, and tell
everyone issues are legitimate for questions and discussions.
